Canada's In-Canada Workers Initiative is accelerating Permanent Residence for up to 33,000 workers already living and contributing in rural and smaller communities.

Canada continues to strengthen its immigration system by focusing on areas where it can have the greatest economic and social impact. On May 4, 2026, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced major progress on the department's one-time In-Canada Workers Initiative — a program that accelerates the path to Permanent Residence for thousands of workers already living and working in Canada.

What is the In-Canada Workers Initiative?

The In-Canada Workers Initiative was first introduced in Budget 2025 to address a very specific and urgent challenge — rural and smaller communities across Canada are experiencing critical labour shortages in key economic sectors, and the workers needed to fill these gaps are often already present in Canada on temporary work permits.

Rather than letting these experienced, community-rooted workers leave Canada when their permits expire, the government is fast-tracking their transition to Permanent Residence — a win for workers, families, and communities alike.

IRCC is initially accelerating eligible applications from existing inventories of work permit holders who have already applied for permanent residence. These workers are already supporting their smaller and rural communities' labour and economic needs.

About the Initiative

This program focuses on work permit holders who have already applied for PR through specific immigration streams serving rural and smaller communities.

Priority is given to applicants already in the system — no new applications are required if you have already applied.

Eligibility Criteria

  • Applied through the Provincial Nominee Program, Atlantic Immigration Program, community immigration pilots, caregiver pilots, or the Agri-Food Pilot
  • Have been living in smaller communities in Canada for 2 years or more
