Canada Strengthens Regulation of Immigration & Citizenship Consultants
The Government of Canada is strengthening protections for people seeking immigration and citizenship advice by improving access to trustworthy, quality representation — and cracking down on fraudulent consultants who exploit vulnerable applicants.
Announced by the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship.
Are you ready?
On May 6, 2026, Canada announced a landmark regulatory overhaul for immigration and citizenship consultants. This move comes after growing concerns about ghost consultants, fraudulent advisors, and unregistered representatives who have exploited thousands of immigrants seeking a better life in Canada.
The new regulations empower the College of Immigration and Citizenship Consultants (CICC) — Canada's governing body for registered immigration consultants — with significantly stronger tools to regulate, monitor, discipline, and remove consultants who fail to meet professional standards.
Reinforce CICC Authority
Strengthen the role of the College of Immigration and Citizenship Consultants as the sole governing body for all registered consultants in Canada.
Reliable Representation
Help applicants obtain more reliable, transparent, and accountable services — with clear fee disclosures and written service agreements mandatory.
Enhanced Protection
Enhance oversight for greater protection and confidence throughout the entire immigration or citizenship application process.
Progress on the new regulations is being tracked publicly — every Canadian deserves a trustworthy immigration consultant.
For years, ghost consultants — individuals who pose as legitimate immigration advisors without any registration or credentials — have taken advantage of newcomers. They charge large fees, submit fraudulent or incorrect applications, and disappear, leaving applicants with rejected files, financial losses, and in some cases, removal orders.
These new regulations directly target this problem by making it significantly harder for unregistered individuals to operate and by giving the CICC the power to act swiftly and decisively against those who break the rules.
Greater Transparency
- Consultants must display their CICC number on all communications
- Fees and services must be clearly outlined in a written contract
- Verify any consultant instantly on the CICC public register
- Stricter rules against misleading advertising and false claims
Stronger Accountability
- Enhanced CICC disciplinary powers for rule-breakers
- Faster complaint resolution for affected applicants
- Tougher penalties for unauthorized representatives
- Regular audits and compliance checks for all registered consultants
Always ask your consultant for their CICC registration number and verify it at the official CICC website before paying any fees. A legitimate RCIC will always provide this instantly. If they hesitate or refuse — walk away immediately and report them to the CICC.
